AI chatbots are proving to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has reported, raising alarms about a potential threat to democracy just eight days before the country’s general election.
Study Shows Repeated Partiality in Chatbot Recommendations
The quartet of AI assistants tested by the authority “often end up with the same two parties”, regardless of the user’s question or command, the regulator explained in a report released ahead of the 29 October election.
For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Certain groups, such as the centre-right CDA, “are almost never mentioned”, even when the voter’s query exactly matches the stances of these political entities, the report indicated.
Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance
The deputy head of the AP, Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that might not correspond to their ideological beliefs, she emphasized.
“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their functioning is opaque and difficult to verify.”
Voting Background and Party Dynamics
The Dutch head to the polls on October 29 in an electoral contest that will be keenly observed around Europe for the performance of the Freedom party.
The far-right party of Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with many voters still undecided.
Every significant political faction have ruled out an alliance with the Freedom party, meaning the runner-up party is highly probable to provide the next prime minister.
Unintentional Bias Attributed to Chatbot Functioning
The authority emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the manner in which AI assistants function.
